NOTICE IS HEREBY GIVEN that the Calaveras County Planning Commission will conduct a public hearing on August 7, 2003, at 9:00 a. m. to consider possible approval of the following projects based upon Negative Declarations. The public hearing will be held in the Calaveras County Board of Supervisors Chambers, Government Center, 891 Mt. Ranch Road, San Andreas, California.

2002-122 COUNTY INITIATED GENERAL PLAN AMENDMENT for MURPHYS & DOUGLAS FLAT COMMUNITY PLAN. The County is proposing to adopt General Plan Policies for the Murphys & Douglas Flat Community Plan to implement the recommendations contained within the Murphys Circulation, Pedestrian Bicycling and Parking Study. The policies implement the recommendations but do not directly authorize any development. The plan looks at the need for transportation infrastructure to address the planned developing and transportation and alternate transportation needs of the Community Plan area. (The plan area is located in Sections 3 through 10, 16 through 18 and the North of Sections 19 and 20, T3N, R14E, MDM).

Pursuant to Section 15072 of the State CEQA Guidelines the County intends to adopt Negative Declarations or Mitigated Negative Declarations for the above described projects. The review period will begin on July 4, 2003 and end on August 4, 2003. The County will receive comments on the proposed negative declaration or mitigated negative declaration during the review period. All concerned citizens, organizations, and agencies are invited to attend the public hearing or to submit written comments relating to the Negative Declarations and above mentioned projects. Any written comments may be submitted during the public hearing or to the Calaveras County Planning Department prior to the hearing. All project files, staff reports, and negative declarations are available for public review at the Calaveras County Planning Department, Government Center, 891 Mt. Ranch Road, San Andreas, California 95249, during normal business hours from 8:00 a. m. to 4:00 p.m. Copies of the project file, staff report and/or negative declaration can be purchased at the Planning Department for the cost of making the copies.

A. 2003-09 TENTATIVE SUBDIVISION TRACT MAP for C. LELAND and MARY L. HALL, et. al.. The applicants are requesting approval to divide 10.75 acres into two 5+ acre parcels. The property, Lot 32 of 17 Arabian Ranch Subdivision, Tract 466 is located on the south side State Highway 12 and the west side of Saharan Road, about two miles west of Burson. (APN 48-080-017 is a portion of the Northwest 1/4 of Section 30, T4N, R10E, MDM).

B. 2003-33 TENTATIVE PARCEL MAP for JERRY D. FREY & KURT W. and CECELIA L. COSGROVE . The applicants are requesting approval to divide 26.76 acres into 3 parcels of 8.7 , 5.6 and 12.46 acres The property is located on the west side of Crestview Drive about one mile off Hillvale Drive from Burson Rd. in the Burson area. (APN 48-051-005, Lot 16 of Valley Hills Estates, is a portion if the North of Section 34, T4N, R10E, MDM).

C. 2002-07 TENTATIVE SUBDIVISION TRACT MAP and, PLANNED DEVELOPMENT PERMIT for EMC, INC. The applicant is requesting an amendment to Condition II-3 of the approved project. Additionally request is a change in location of the emergency access road. The property is located in the Forest Meadows Subdivision on the South side of Forest Meadows Drive just West of the Buckthorn Drive intersection. (APN’s 34-052-012, 34-053-024, 34-055-029 34-073-012&013, 34-074-014 and 34-075-001 are a portions of Sections 26, 34, & 35, T4N, R14E, MDM).

Notice is hereby given pursuant to Calaveras County Code (Chapter 17.88.040) that the following public hearings will be considered by the Calaveras County Board of Supervisors.

2002-149 ZONING AMMENDMENT for GERALD NEWMAN. The applicant is requesting an approval to rezone 0.70 acres from U (Unclassified) to R1 (Single-Family Residential) in order to accommodate a proposed Boundary Line Adjustment. The property Lot 12 in Block 2 of the San Andreas Townsite is between Gatewood Avenue and Snyder Court in San Andreas. (APN 42-021-027 is a portion of the Southwest of Section 17, T4N, R12E, MDM).

2003-17 ZONING AMENDMENT & TENTATIVE PARCEL MAP for INGE & HENRY BRAUNS: The applicants are requesting approval of a Zoning Amendment from A1 (General Agriculture) to RA (Resident Agriculture). Concurrently requested is approval to divide the 21.19 acre parcel into three 5.0 acre parcels and one 6.0 acre parcel. The property is located on the north side of State Highway 12 approximately four miles northeast of Valley Springs. The project site is directly adjacent to and east of Toyon Middle School. (APN 40-006-014 is a portion of the Northeast of the Southwest of Section 10, T4N, R11E, MDM).

2003-18 ZONING ADMENDMENT for GERRY HINKLE and THOMAS WHITE. The applicants are requesting approval of a Zoning Amendment from U (Unclassified) to A1-40 (General Agriculture – 40 acre minimum density) for 3 parcels containing a 153 acres of land to facilitate a Lot Line Adjustment. The properties are located at 13951 & 14301 Fricot City Road, approximately 1 mile westerly of the Townsite of Sheep Ranch. (APN’s 34-002-02, 76, 78, 84, 85, 86 and 38-006-38,39 are located in the Northeast of Section 13, T4N, R13E, and the West of Section 18, T4N, R14E, MDM).

2003-21 ZONING ADMENDMENT and TENTATIVE PARCEL MAP for BRUCE DAVIS. The applicants are requesting approval of a Zoning Amendment from U (Unclassified), to RR (Rural Residential) for 2.7 acres. Concurrently requested is approval to divide the property into 2 parcels of approximately 1.35 acres each. The property is located at 616 Ridge Road, approximately 3.3 miles easterly from the State Highway 26 and Ridge Road intersection in the Glenco area. (APN 14-013-12 is located in the North of Section 34, T6N, R13E, MDM).

The public hearing for this project will be conducted at 10:30 A.M. or as soon thereafter as possible on July 21, 2003, in the Board of Supervisors Chambers, Courts and Legal Building, Room L102, Government Center, 891 Mountain Ranch Road, San Andreas, California. Copies of the project’s negative declaration are on file in the Planning Department and are available for public review between the hours of 8:00 a. m. and 4:00 p. m., Monday through Friday, with the exception of County holidays. Copies of the project file, staff report and/or negative declaration can be purchased at the Planning Department for the cost of making the copies. The general public, organizations and agencies are invited to forward written comments pertaining to this project, to the Board of Supervisors, Government Center, 891 Mt. Ranch Road, San Andreas, CA 95249. Said comments must be received prior to 4:00 p. m. (Friday prior to mtg. date) for consideration at the aforementioned public hearing.
